Google's SEO Advice
Search Engine Optimization (SEO) Starter Guide has been a favorite place to start for years.
Google Webmaster Guidelines would be the next thing to read up on.
Bing's SEO Advice
Bing also has Webmaster Guidelines.
And Webmaster Tools.
And even though it is a (much) smaller percentage than Google, it’s still too large to ignore. Bing’s tools can also help you fill in the gaps for Google’s data also.
